Comprehensive Safety Analysis [CSA] 2010

The Federal Motor Carrier Safety Administration [FMCSA] announced on April 8 that it is pushing back the start of its new Carrier Safety Measurement System [CSMS] - part of the Agency’s CSA 2010 initiative intended to replace its Motor Carrier Safety Status Measurement System [SafeStat] - until November 30, 2010 with some portions further delayed until 2011.

  • CSA 2010 is a major FMCSA initiative that they hope will improve the effectiveness of the Agency’s motor carrier compliance and enforcement programs. The ultimate goal is to achieve a greater reduction in large truck and bus crashes. It has three principal components -
    • A more comprehensive carrier safety measurement system;
    • A broader array of progressive interventions to augment on-site investigations;
    • A new safety fitness determination methodology not necessarily tied to on-site investigation.

  • SafeStat is the current automated algorithm currently used by the FMCSA to identify high-risk and other motor carriers for on-site compliance reviews in four safety evaluation areas -
    • Accidents
    • Drivers
    • Vehicles
    • Safety management
From April 12, 2010 to November 30, 2010, the FMCSA will provide individual motor carriers with a preview of their performance data at http://csa2010.fmcsa.dot.gov. This preview in advance of full implementation in November will improve safety by effecting early compliance and providing opportunities for motor carriers to become better educated on the new CSMS.
